The WWU Presidential Strategic Enrollment Growth Initiative

Background

Western Washington University is launching an enrollment growth initiative to expand student access and success. As a regional public university, we aim to remove barriers so more Washington students can pursue a high-quality education close to home. Many local high schoolers don’t see college as attainable.

By simplifying admissions, we can change that. Growing enrollment supports our mission, strengthens our role in the state, and helps us deliver on the promise of opportunity.

Goals

  • Enroll 3,200 first-year and 1,200 transfer students by Fall 2026.

  • Expand outreach to more Washington students

  • Simplify and clarify the admissions process

  • Support first-gen, underrepresented, and place-bound students

  • Boost retention through strong student support

  • Grow in line with workforce and community needs

Three Core Initiatives for 2025–26

1: Western Guaranteed Admissions Program

Eligible seniors at participating high schools are admitted to Western — no application and no fee required. This simplifies the process, removes uncertainty, and invites students to Western who may not have considered college a viable option.

Eligibility:

  • High school students with a 2.75 GPA or higher WA state high school graduation requirements

  • Attend a public high school in:
    • Island County
    • San Juan County
    • Skagit County
    • Snohomish County
    • Whatcom County

2: Guaranteed Community College Transfer

Washington community and technical college students with a 2.5 GPA or higher have clear, guaranteed pathways to Western, ensuring a smooth transfer with no lost credits or time toward a four-year degree.

3: Expanded Recruitment, Marketing, and Engagement

Through targeted marketing, increased scholarship support, and enhanced campus visits, Western connects with prospective students and families, offering a welcoming and accessible community from the very first interaction.

Why It Matters

This initiative is about more than enrollment numbers. It is about:

  • Extending the promise of public higher education to more of Washington’s students, especially those who never imagined themselves at a university.
  • Expanding the pool of prospective students by actively reaching those who may not see college as an option.
  • Meeting the needs of Washington communities and employers.
  • Ensuring student success once they arrive at Western.
